The Latin America/Africa/Asia/Scholarly Collaborative Program

The Collaborative Tri-continental Program was launched in 2005 by the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) with the purpose of carrying out high quality social science research and enhancing the production of knowledge suitable for fostering southern perspectives on critical issues, and feeding these into global debates. The International Development Economics Associates (IDEAs) joins the program from 2013 onwards. The Program includes an annual South-South summer institute, research conferences, and grants for advanced research. The research grants are intended to promote collaboration among researchers from the South and to stimulate analytical empirical studies on topics of relevance for their regions and for the Global South.

This call for applications is open to candidates of all disciplines of the Social and Human Sciences, as well as to researchers of other sciences with projects linked to the main theme of the year : DEMOCRACY AND EMPOWERMENT :
CONTEMPORARY REALITY AND EMERGING ALTERNATIVES. The aim is to explore the connection between democratic renewal and the possibility of an experience with emancipation, taking into account the needs, aspirations and histories of the countries and populations of the South.

Neoliberalism has had a huge influence across the globe in the aftermath of the crises of socialism and state-led development. It has enthroned the market in all spheres as the axis of social life and downplayed, indeed repressed, democratic aspirations, especially when they directly conflict with its credo. The problems generated by neoliberalism have become increasingly clear though, and its appeal has diminished. Yet, neoliberalism has endured in practice and sought to legitimise itself by claiming to have a human face, exemplified by measures to combat poverty and deprivation, without addressing inequality or even recognising the role of the market in adversely influencing the distribution of wealth and income. With regard to the strategy for development, despite its
willingness to bring in the state to save bankrupt financial institutions and failing corporations since 2008, it remains committed to a central role for the market mechanism.

If neoliberalism has been a crucially important element in the oppression and exclusion of people worldwide, several sorts of exclusions are being and have been challenged by democratic developments and the empowerment of collectives that thus far have had little voice and little power to affirm their presence. The latter have mobilized themselves in recent years and struggled to change their situation of oppression and exclusion. This has revived the discussion on alternative policies, projects and practices, and given a new vigour to emancipatory perspectives. Issues of class, gender, ethnicity and
race and agents connected to these identities have been, in varied ways and with varied outlooks, at the forefront both of specific struggles and of broader democratic developments.

In the event, democracy has normatively become a central element in a range of spheres and locations, even though it has been conceptualized in very different ways and its practice has suffered restrictions across the globe. It has consistently offered instrument and ampler space for social mobilization, although it can and must be deepened in order to become a more far-reaching
empowering institutional and practical component of modern societies. The internal shortcomings of actually existing democratic political systems are compounded and aggravated by the pressures exerted by capital, especially footloose financial capital moving across borders. As a result, the effort at mounting a challenge to the neoliberal perspective becomes difficult, although the last decade has seen many an effort to question and undermine it and to seek new directions for economic and social development, albeit with limited success as yet.

How have these developments unfolded in the South, in the countries in Latin America, Africa and developing Asia ? What has been the impact of democratic struggles and developments in terms of popular empowerment and of the emergence of alternatives in these diverse regions of the South ? Who has propelled democracy, how has the political space evolved, and how have
political forces responded to these dynamics ? How have intellectuals contributed to the understanding of this early twentieth-first century challenge ? Which specific characteristics has democracy assumed in each of these regions and the countries that constitute them, and what have been the key advances and setbacks ? What are the alternatives, relating to the full gamut of emancipatory
perspectives and issues, that have emerged in the last few decades ? What lessons can we draw from those experiences ? Can we discern common patterns in these different regions ? If so, what are their commonalities and differences that we need to emphasise and understand ?

These are the broad themes that this edition of the CLACSO-CODESRIA-IDEAs Research Grants call would like to address. Research proposals should be based on topics that fall under these broad themes. Applicants are also encouraged
to formulate projects with a comparative perspective that are not confined to one region or country, but rather develop a broader frame of conceptual and empirical inquiry. Although this is not mandatory, such proposals will receive special consideration during the selection process.

Eligibility

The call is open to researchers with some experience who have masters or doctoral degrees. Candidates are required to be supported by organizing institutions (CLACSO, CODESRIA or IDEAs) or their host institutions.

The execution of the research will not exceed the 12 months period starting in July 2013. A mid-term report will have to be submitted six months after the beginning of the research. A final report will have to be presented no later than 30 days after the date of expiry of the grant period, in accordance with the terms of contract to be signed with the organising institutions. The final report
will include a text in an adequate format so as to allow its publication after editing as a book or monograph in paper or electronic format on the websites of CLACSO/CODESRIA/IDEAs.

Altogether 9 (nine) proposals (three per region) will be selected with a maximum grant of USD 10,000 per project. Funds can be allocated without restriction to all activities related to the research, such as information collection, data gathering and processing, book purchases and travel. Resources cannot be used for project designing or for direct or indirect costs
of the supporting institutions.

Additional prerequisites can be specified by the organizing regional institutes in keeping with their internal rules.

Applications

Applications should include :
• A research proposal presenting the research problem and research methodology (including the sources to be examined and a short timetable), reviewing the relevant literature, and indicating the relevance of the research to one or more of the thematic areas detailed.
• An academic curriculum vitae
• A letter of support signed by an authority of the host institution.

As the Collaborative Tri-continental Program involves the participation of scholars from Africa, Asia and Latin America, it has been decided that applicants who are residents in Africa should submit their applications to CODESRIA, applicants resident in Asia should submit their applications to IDEAs and those in Latin America to CLACSO. The full contact details for IDEAs, CLACSO and CODESRIA are reproduced below for the attention of all prospective applicants. The deadline for the receipt of applications is June, 30th 2013.
Applications found to be incomplete or which arrive after the deadline will not be taken into consideration. An independent Selection Committee charged with screening all applications received will meet shortly after the deadline for the receipt of applications. Successful applicants will be notified immediately after the Selection Committee completes it work. The results of the selection exercise
will also be published on the websites of IDEAs, CLACSO and CODESRIA.

African applicants should send their applications electronically to :

CODESRIA - 2013 South-South Research Grants

Coloniality of Power in Postcolonial Africa : Myths of Decolonization. Sabelo J. Ndlovu-Gatsheni. Dakar, CODESRIA, 2013, 308 p., ISBN : 978-2-86978-568-7

This lively book interrogates the African postcolonial condition with a focus on the thematics of liberation predicament and the long standing crisis of dependence (epistemological, cultural, economic, and political) created by colonialism and coloniality. A sophisticated deployment of historical, philosophical, and political knowledge in combination with the equi-primordial concepts of coloniality of power, coloniality of being, and coloniality of knowledgeyields a comprehensive and truly refreshing understanding of African realities of subalternity. How global imperial designs and coloniality of power shaped the architecture of African social formations and disciplined the social forces towards a convoluted ‘postcolonial neocolonized' paralysis dominated by myths of decolonization and illusions of freedom emerges poignantly in this important book. What distinguishes this book is its decolonial entry that enables a critical examination of the grammar of decolonization that is often wrongly conflated with that of emancipation ;bold engagement with the intractable question of what and who is an African ; systematic explication of the role of coloniality in sustaining Euro-American hegemony ; and unmasking of how the ‘postcolonial' is interlocked with the ‘neocolonial' paradoxically. It is within this context that the postcolonial African state emerges as a leviathan, and the ‘postcolonial' reality becomes a terrain of contradictions mediated by the logic of violence. No doubt,Sabelo Ndlovu-Gatsheni's handling of complex concepts and difficult questions of the day is remarkable, particularly the decoding and mixing of complex theoretical interventions from Africa and Latin America to enlighten the present, without losing historical perspicacity. To buttress the theoretical arguments, detailed empirical case studies of South Africa, Zimbabwe, DRC and Namibia completes this timely contribution to African Studies.

Sabelo J. Ndlovu-Gatsheni is Head of the Archie Mafeje Research Institute (AMRI) based at the University of South Africa and Professor in the Department of Development Studies at the same university. He has taught in universities in Zimbabwe, United Kingdom and South Africa and has published extensively on African history and politics. He is the author of Do ‘Zimbabweans' Exist ? Trajectories of Nationalism, National Identity Formation and Crisis in a Postcolonial State (Oxford & Bern : Peter Lang, 2009), coeditor of Redemptive or Grotesque Nationalism ? Rethinking Contemporary Politics in Zimbabwe (Oxford & Bern : Peter Lang, 2011) and author of Empire, Global Coloniality and African Subjectivity (New York : Berghahn Books, 2013).

Full Text

Date : 09 – 27 septembre 2013

1. encourager le partage d'expériences entre chercheurs, acteurs de la société civile et décideurs de différentes disciplines, orientations méthodologiques et conceptuelles, et provenant de zones géographiques/linguistiques différentes ;
2. promouvoir et améliorer la culture de valeurs démocratiques qui permet d'identifier et d'aborder efficacement les problèmes auxquels les enfants et les jeunes sont confrontés sur le continent africain ;

•	Aider à l'identification des personnes ressources chargées de faciliter les discussions et les débats durant l'institut ;
•	Participer à la sélection des lauréats ;
•	Concevoir le cours de la session, notamment les sous-thèmes spécifiques ;
•	Faire une série de présentations et mener une analyse critique des articles présentés par les personnes ressources et les lauréats ;

•	Interagir avec le directeur de l'institut et les lauréats afin d'aider ces derniers à réajuster leurs questions de recherche et leur approche méthodologique ;
•	Soumettre un exemplaire de leurs supports de cours pour reproduction et distribution aux participants, au plus tard une semaine avant la présentation de leurs exposés ;
•	Présenter leurs exposés, participer aux débats et commenter les propositions de recherche et les articles des lauréats ;

•	Une demande de candidature ;

Internationally-recognised anthropologist, UCT's Professor Francis Nyamnjoh was named African Hero of the Year for 2013 by the African Student Union of Ohio University, US, in March.

The student union's annual African Hero Day celebration honours one person from the continent that has made a significant contribution to improving the lives of its inhabitants.

Anthropologist Nyamnjoh follows a long line of distinguished African Heroes, the first of whom was former South African President Nelson Mandela in 1993. Nyamnjoh's honour recognises his "outstanding contribution to the advancement of Africa through your scholarship as well as teaching practice", as the winner's plaque reads.

"The award means a lot to me, for the simple fact that it comes from students who have followed my work from a distance and are able to appreciate it," says Nyamnjoh. "This is most humbling and encouraging. I hope I am able to live up to the challenge they have thrown my way."

Nyamnjoh chairs the Social Anthropology section of UCT's School of African and Gender Studies, Anthropology and Linguistics and boasts a prolific publications profile. His impressive bibliography includes work on media and democracy ; mobility and citizenship, and of the social shaping of information and communications technologies.

Rated as B2 by the National Research Foundation, the scholar's career began at the University of Yaounde, Cameroon, where he earned a BA (1984) and MA (1985) before completing PhD at the University of Leicester in the UK in 1990. Prior to joining UCT in 2009, Nyamnjoh served as head of publications at the Council for the Development of Social Science Research in Africa from 2003 to 2009. In October 2012 he received a University of Cape Town Excellence Award for "Exceptional Contribution as a Professor in the Faculty of Humanities" after being inducted as a fellow of the Cameroon Academy of Science in August 2011.

Nyamnjoh declined offers of permanent teaching posts at American and European universities, maintaining that he would rather plough his expertise directly back into Africa and taught at various universities around the continent. Nyamnjoh was awarded the Senior Arts Researcher of the Year prize in Botswana.

He displays great confidence in Africa's continuing contribution to academia.

"There are African scholars and scholarship of global stature in all disciplines, and Africa is increasingly the continent to turn to for new ways of theorising and understanding our world. It offers fascinating everyday examples of the complex, nuanced and accommodating negotiation and navigation of myriad influences by ordinary people."

Source : http://www.uct.ac.za/dailynews/?id=8424

Supported by Carnegie Corporation of New York

Background

One of the goals of the Carnegie Corporation of New York and The Wilson Center's Africa Program and Leadership Project is to “help define what peacebuilding and statebuilding looks like from African perspectives.” In an effort to support the achievement of this goal, the Africa Program and Leadership Project are pleased to announce the new Southern Voices African Research Scholars Program. Over the course of the new program, we will select a total of 8 scholars from our Southern Voices network organizations who will participate in a 3-month resident scholar program in Washington, DC. The first residential term will take place from September 1, 2013 to November 30, (Fall) 2013 with 3 scholars ; the second will be January 1, 2014 to March 31, (Spring) 2014 with 3 scholars ; and the final term will be May 1, 2014 to July 31, (Summer) 2014 with 2 scholars. During their tenure, the scholars will focus on a new or ongoing research project in their area of expertise, linking it to the concepts of peace-building and state-building.

The scholar program is competitive, with final selections for each group of scholars determined by an expert review committee. During their tenure, the scholars would be required to finish one major research or policy paper, and deliver a series of presentations to policy audiences on his/her findings. Other requirements of a scholar's tenure include guest blog posts or webinar series, and meetings with various U.S. policymakers, Washington-based academics, experts, think-tank personnel, and interagency government representatives working on the specific issues addressed by the scholar. He or she would also be encouraged to publish articles and policy briefs while at the Center.

The scholar will have invaluable access to broad research facilities through the Wilson Center, including our own extensive library, the Library of Congress, the National Archives and Smithsonian Institution. The Wilson Center will facilitate placement of the scholar as a presenter at seminars and conferences in institutions located in the DC area who focus on African-related issues. The scholar will receive a stipend, which will cover all expenses related to living, travel and health insurance. Once selections are made for each residential term, the scholar will be connected with a representative from the Wilson Center's ‘Scholars and Academic Relations Office' who will assist with the necessary arrangements. Please note that all foreign scholars are required to obtain a J-1 visa in order to participate in the program.

Eligibility and Criteria for Selection

The Southern Voices African Research Scholarship is available only to African researchers who are affiliated with one of our Southern Voices member organizations, with preference given to junior and mid-level scholars. Selections will be made by a review committee comprised of Steve McDonald, director of the Africa program at the Wilson Center, a representative of the Center's Scholars and Academic Relations Office, and two independent academic experts in Washington, DC. The reviewers will score the application based on quality and level of policy impact. English fluency will be required and applications should be submitted in English only.

A scholar can apply to all terms until he or she has been selected for one. Once a scholar has been selected, they are not eligible to apply again. The application process will take place 6 months prior to each term. We are currently taking applications for Fall 2013 only. Applicants should not apply now if they are seeking appointment in either Spring 2014 or Summer 2014.

Procedure and Deadline for Application

Applicants should submit the following materials electronically to Alyson.lyons wilsoncenter.org or by fax to the “Southern Voices African Scholar Program,” with attention to Alyson Lyons at (202) 691-4001. Applications should include the following :

1) A completed application form (attached below) ;
2) A detailed abstract for the proposed research or policy paper, its scholarly contribution and its policy relevance. The abstract should be no more than 1,000 words and incorporate elements such as :
a. A detailed description of the topic and its policy relevance beyond the interests of the specific field of study ;
b. The originality of the proposed study ;
c. The basic ideas and hypotheses ;
d. Methods or approach used ;
e. Materials that will be drawn upon and, where appropriate, the importance of Washington-area resources ;
f. A brief discussion of how you or your project will foster communication between the world of ideas and world of public affairs.
3) One recommendation letter from a colleague or superior at the applicant's affiliated organization ; and
